巴基斯坦(瓜達爾港)港務局表示，將把瓜達爾港2000畝土地，長期租賃給中方，用于建設(瓜達爾港)首個經濟特區。分析指，瓜港首個經濟特區的建立，不但能對巴基斯坦的經濟發展模式，產生示范作用，還能進一步提振經濟水平。

據了解，瓜達爾港務局于今年6月完成了1500畝土地的征收工作，另外500畝的征收工作也將很快完成，所征土地主要來自巴基斯坦海軍和俾路支省政府緊鄰規劃的集裝箱貨堆區，該經濟特區相關基礎設施建設預計耗資3500萬美元。瓜港務局表示，目前已將這2000畝地租賃給中國，中方將享有43年的租賃權。巴基斯坦前駐華大使馬蘇德·汗表示，這對提振巴基斯坦經濟大有助益：“我認為巴基斯坦所能獲得的最大益處主要還是在于經濟互通領域”。

為了鼓勵國內外投資者到經濟特區投資，巴政府特別針對能源、稅制等國內投資短板，專門為投資者出臺了利好政策來鼓勵投資。這些舉措包括三個方面，一是保障能源，即保障經濟特區的電力和天然氣供應方面享有優先權；二是減免稅收，即為經濟特區投資的企業提供為期10年的稅收假期，并為企業有關生產設備的進口給予免關稅待遇；三是一站式服務，即為有意投資經濟特區的投資者提供一站式快捷服務，包括向投資者提供有關優惠政策的詳盡資訊。馬蘇德·汗還指出，為了讓巴基斯坦從投資中受益，巴政府盡可能提供了各種優惠政策：“(由于)巴基斯坦想從中獲益，為此做了大量力所能及的工作”。

巴政府高度重視瓜港經濟特區建設，將其視為現代化港口的“標配”，期待其能夠最大化利用瓜港深水良港的自然稟賦，吸引國內外投資者建立生產、組裝以及加工企業。為鼓勵投資，巴方還開出了20年免稅的優惠條件。（中國進出口網）

Pakistan (Gwadar) Port Authority said it would lease Gwadar’s 2000 acres of land to China for long term for the construction of (Gwadar) first Special Economic Zone. Analysis thought that the establishment of the first Special Economic Zone would not only set an example for Pakistan's economic development model, but also further boost the economy.

It is understood that the Gwadar Port Authority in June of this year completed the collection work of 1,500 acres of land, another 500 acres of collection work will soon be completed, the acquired land, is mainly from Pakistan Navy and Baluchistan provincial government immediately planned container cargo heap, the SEZ related infrastructure construction is expected to cost 35 million dollars. The Gwadar Port Authority said that it currently has leased the 2,000 acres of land to China, and China will enjoy a 43-year lease. Former Pakistani Ambassador Masood Khan said this would boost Pakistan's economy, "I think the greatest benefit Pakistan obtains is mainly in the economic exchange field."

To encourage foreign investors to invest SEZ, the Pakistani government introduced favorable policies for investors to encourage investment with regard to energy, taxation and other domestic investment short board. These initiatives include three aspects, first, security of energy, namely electricity and natural gas supply priority; the second is tax relief, namely if a company invests in SEZ, it will have a 10-year tax free period, and its imported tariff of production equipment for business will be exempted; the third is a one-stop service, the investors will be provided with efficient one-stop service, including the detailed information about the incentives. Masood Khan also pointed out that, in order to allow Pakistan to benefit from the investment, the Pakistani government provides various incentives, "(Since) Pakistan would like to be benefited, it has done a lot of work for this."

Pakistani government attached great importance to the construction of Gwadar harbor economic zones, which was regarded as a modern standard port. And the government looked forward to be able to maximize the use of its deep-water harbor harbor natural endowments to attract domestic and foreign investors to set up production, assembly and processing enterprises. To encourage investment, the Palestinian side has opened a 20-year tax free preferential terms.
